fixed up some Unreal and Ultimate weirdness (Unreal Akills now are using timed K lines) and also changed the time when the NeoStats bot joins a network (To stop Nick Collisions on NeoStats) and a bug with Unreal where NeoStats would join the #services channel twice

added is_synced to test if neo is synced with the server. Can be used by modules like statserv and connectserv so we don't get a message broadcast when linking

Added the ability to track what modules are in what channels, and to send messages to those channels to the modules. Modules now have a new callback function __Chan_Message(char *chan, char **av, int ac) that recieves channel messages
