[NET]: Move Qdisc_class_ops and Qdisc_ops in appropriate sections.

Browse source 
Qdisc_class_ops are const, and Qdisc_ops are mostly read.

Using "const" and "__read_mostly" qualifiers helps to reduce false
sharing.
