SUNRPC: mark bulk read/write data in xdrbuf

Browse source 
Adds a flag word to the xdrbuf struct which indicates any bulk
disposition of the data. This enables RPC transport providers to
marshal it efficiently/appropriately, and may enable other
optimizations.
