tcp: add SRTT to SCM_TIMESTAMPING_OPT_STATS

Add TCP_NLA_SRTT to SCM_TIMESTAMPING_OPT_STATS that reports the smoothed
round trip time in microseconds (tcp_sock.srtt_us >> 3).
