In order to pass extack together with NETDEV_PRE_UP notifications, it's necessary to route the extack to __dev_open() from diverse (possibly indirect) callers. One prominent API through which the notification is invoked is dev_change_flags(). Therefore extend dev_change_flags() with and extra extack argument and update all users. Most of the calls end up just encoding NULL, but several sites (VLAN, ipvlan, VRF, rtnetlink) do have extack available. Since the function declaration line is changed anyway, name the other function arguments to placate checkpatch. Linux kernel
============
There are several guides for kernel developers and users. These guides can
be rendered in a number of formats, like HTML and PDF. Please read
Documentation/admin-guide/README.rst first.
In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``. The formatted documentation can also be read online at:
https://www.kernel.org/doc/html/latest/
There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
