Creating new family rockchip64. 3288 and 3399 was merged in, except Nanopi which stays in RK3399 family with sources attached to FA repository until we manage to join that in. Enabled Nanopc T4, Nanopi M4, Renegade. Tested on Rock64 and Nanopc T4. Some clenaup, removed dragonboard820c, adjusted board descriptions, added another OPP for 3288 family,

Changing Rockpi naming to align with others (#2080) * Changing Rockpi naming to align with others Also move CPU MIN speed down, limit Rockpi E cpu to 1.2G, move it to supported * Lower speed on R2S too, blacklist graphics stuff on E * Adjust more RK3328 boards and set new default max speed Main purpose is to manage the heat, while user can easily unlock higher CPU speed with armbian-config or manually.
