correct CPU frequency scaling operation with the new kernel

[H5 dev] updated 1.3GHz fixed voltage (1.3v) overclock overlay for kernel 4.19.y
...
the new cpu opp table in 4.19 now supports frequencies up to 1.368GHz, so this change
updates the 1.3GHz overclock overlay as appropriate. overlay name has been changed
to "cpu-clock-1.3GHz-1.3v" as this overlay is only needed for boards that provide a
fixed-voltage GPIO regulator/switcher that operate at 1.1v/1.3v.

[sunxi-dev] Adjusted patchset. Tested on H3, H5, A64, A83T, H6, ... focused only on basic features such as dvfs, hdmi, ... Kernel sources are switched to @megous and many patches were taken from @anarsoul branch, mostly regarding Pinebook/A64 which will take some time to get upstream. It's a mess which will be eventually sorted out or merged up.
