[RTNETLINK]: Add rtnl_put_cacheinfo() to unify some code

Browse source 
IPv4, IPv6, and DECNet all use struct rta_cacheinfo in a similiar
way, therefore rtnl_put_cacheinfo() is added to reuse code.
