mm: define USE_SPLIT_PTLOCKS rather than repeating expression

Define USE_SPLIT_PTLOCKS as a constant expression rather than repeating
"NR_CPUS >= CONFIG_SPLIT_PTLOCK_CPUS" all over the place.
