SSJ4 Support Removed.
Lets not start this again, we can all agree there are mild to medium issues
with Ultimate 3.x.x IRCds that use SSJ3 and SSJ4, so therefore we dont
support them. Don't even think about it ;)

HostServ Updates: LOGIN now works, OLD DB are NOT compatible unless you add
...
a PASSWORD field to it. Will write a converter later. ;) Other misc.
updates, code fixes, code cleanups. Going to start chpass routine as well
soonish.

Updated NeoStats. We now only Support UltimateIRCd 3.x.x a26+ Due to SSJ5
...
updates and backwards redundancy is not an option as it will be factored out
in a matter of time. a26 is currently only on CVS.

fixed up some Unreal and Ultimate weirdness (Unreal Akills now are using timed K lines) and also changed the time when the NeoStats bot joins a network (To stop Nick Collisions on NeoStats) and a bug with Unreal where NeoStats would join the #services channel twice
